Our leadership

Executive Leadership

President of CivicaScript Brent J. Eberle, RPh, MBA, joined the company in 2024, following two decades of leadership and service at CivicaScript member Navitus Health Solutions, where he served most recently as Senior Vice President and Chief Pharmacy Officer. Brent joined Navitus as a Clinical Pharmacist before advancing to Formulary Program Manager, Director of Industry Relations and Contracting, and Vice President, Health Strategies (PBM) & General Manager, Lumicera, a specialty pharmacy. He worked previously at Dean Health System and SSM Health.

Brent has extensive experience as a business and pharmacy leader, with a record of driving innovation, optimizing pharmacy benefit programs, and delivering exceptional cost and healthcare outcomes. His deep industry expertise encompasses pharmacy operations, formulary and rebate management, clinical programs, pharmacy network management, specialty pharmacy and government programs.

A licensed pharmacist in Wisconsin, Brent is a member of Wisconsin’s Governor’s Task Force on Reducing Prescription Drug Prices, the Academy of Managed Care Pharmacy, the Pharmacy Society of Wisconsin, and the National Association of Specialty Pharmacy. Brent earned his Master of Business Administration at Edgewood College in Wisconsin and holds Bachelor of Science degrees in Pharmacy and in Chemistry with a Business Concentration from the University of Wisconsin.

Dan R. Liljenquist EVP and Chief Strategy Officer, Intermountain Health
Chair, Civicascript Board of Managers
Dan Liljenquist is the lead architect and board chair of Civica Rx, a nonprofit generic drug company. He also serves as chair of the CivicaScript Board of Managers. Nonprofit CivicaScript was created by Civica Rx and Blue Cross Blue Shield organizations across the United States to bring affordable versions of commonly prescribed but high-priced generic medicines to market. Civica Rx was established to reduce chronic generic drug shortages and price gouging, which have negatively impacted patient care for more than a decade. Dan’s commentary on generic drug market issues was published in The New England Journal of Medicine (“Addressing Generic Drug Market Failures—The Case for Establishing a Nonprofit Manufacturer”) and informed Civica’s mission to ensure that essential generic medications are available and affordable to everyone.

Dan is executive vice president and chief strategy officer for Intermountain Health, where he is responsible for helping the nonprofit health system’s Enterprise Leadership Team in setting and achieving its strategic priorities. He oversees the organization’s Strategy, Corporate Development, Government Relations, Consumer Experience, Strategic Partnerships, and Digital Technology Services teams. Before joining Intermountain, Dan served in the Utah State Senate and was nationally recognized for his work on Medicaid and public-sector pension reforms. He is a former strategy consultant with Bain & Company, Inc. He received his JD from The University of Chicago Law School and his B.A. in Economics from Brigham Young University.

David Fields Board Member, President & CEO, Navitus
As President and CEO, David Fields provides enterprise leadership and strategic direction for Navitus to drive its continued growth. He is responsible for external relationships such as industry thought-leader engagement, media interaction, and potential and current client strategies and support. David collaborates with the executive management team to maintain Navitus’ strategic plan and to develop and direct its goals, policies and execution.

Prior to joining Navitus, David served as President of Dean Health Plan, where he led the operations and continued growth of one of the largest HMOs in the Midwest. David also served as Executive Vice President—Markets at Blue Shield of California, where he managed a nearly $20 billion, four-million-member nonprofit health plan. He previously held executive roles at Aetna, Coventry, Anthem and Humana. David began his career as a CPA, providing auditing services for publicly traded hospitals and insurance clients. 

David has held leadership positions on several boards, including the Alliance of Community Health Plans and American Heart Association. He earned a degree in accounting from the University of Louisville and has completed executive education at Duke University and Harvard University.

John Gardynik PharmD, MBA
John has a long work history in pharmaceutical care leadership at both prescription benefit managers and health plans. Some positions of interest include President of RxAmerica (now part of CVS Caremark), Chief Executive Officer of Smart Insurance (now part of Cigna), Senior Vice President of Sales and Marketing at MedImpact, and Senior Director of Pharmacy at Blue Cross Blue Shield of Kansas City.

John has always had a keen interest in maximizing the value of medications, whether through pricing strategies, utilization management technique or comparator analysis. He has spoken extensively and published several peer review articles on these topics.

John earned both his Doctorate in Pharmacy and Masters in Business Administration from the University Michigan.

Lauren Macklis Divisional Senior Vice President, Pharmacy Strategy and Provider Enablement, Health Care Service Corporation
Lauren Macklis leads Health Care Service Corporation’s (HCSC) Pharmacy line of business and is accountable for Pharmacy’s strategic direction and performance. Previously, she served as President of HCSC’s Individual and Family Markets where she was responsible for sales and marketing, product development, regulatory monitoring and financial performance. Before that, she held roles in planning, strategy, analytics, and managed care retail and network solutions.

Before joining HCSC in 2011, Lauren led strategic planning and business development teams at Rush University Medical Center. She holds a Master of Health Services Administration in Health Management and Policy from the University of Michigan and a Bachelor of Science in Community Health-Health Planning and Administration from the University of Illinois.

Sarah Marché PharmD, Senior Vice President of Pharmacy Services, Highmark
Sarah Marché is Senior Vice President of Pharmacy Services. In this role, she shapes Highmark’s pharmacy business by implementing strategies to improve drug affordability and access to care. She is responsible for Highmark’s drug spend across both pharmacy and medical benefits, as well as for developing solutions to address rising drug costs.

Dr. Marché joined Highmark Inc. as a Clinical Pharmacy Specialist in 2005 with a focus on formulary and utilization management for the Commercial and Medicare Part D lines of business as well as drug pipeline management. She has held several roles within the Pharmacy Services division including manufacturer relations, specialty pharmacy strategy and pharmacy product strategy.

Dr. Marché received her Doctor of Pharmacy from Duquesne University and then completed a Pharmacy Practice residency with University of Pittsburgh. She began her pharmacy career as a Clinical Pharmacist with UPMC–Shadyside Hospital as a Critical Care Pharmacist and also spent time at UPMC–Palermo, working as a pharmacist.

Matthew M. Shaffer Senior Vice President, Major Group, Blue Cross Blue Shield of South Carolina
Matthew Shaffer joined the South Carolina Blue Cross team in 2008. He is responsible for full Profit & Loss accountability for all employer groups of 50+ employees and national accounts, to include underwriting, sales, marketing, communications, product development, claims, customer service, billing, enrollment, compliance and ancillary products. Before coming to South Carolina, Matt served as Senior Vice President of Sales for the Blue Cross and Blue Shield plans in Iowa and South Dakota and was President and CEO of the Wellmark Health Plan of Iowa, a subsidiary of Blue Cross and Blue Shield of Iowa.

Matt began his career in health insurance with US Healthcare in Blue Bell, Pennsylvania, serving in various roles of increasing responsibility. After the 1996 merger with Aetna, he served as Director of Sales and Marketing for the state of Tennessee and was promoted to Vice President of Business Development, handling sales and marketing for all market segments for seven western states. In that role, he relocated to Denver and gained additional responsibility for managing client transitions in the acquisition of both NYLife Care and Prudential by Aetna.

Matt attended Washington & Jefferson College on an ROTC scholarship and was commissioned as an officer in the United States Army. He attained the rank of Captain as a pilot of Blackhawk helicopters in the Army’s elite 82nd Airborne Division.

Todd Van Tol Executive Vice President, Health Care Value, Blue Cross Blue Shield of Michigan
Todd Van Tol is the Executive Vice President of Health Care Value for Blue Cross Blue Shield of Michigan (BCBSM), responsible for provider contracting and network management, medical and pharmacy management, and end-to-end management of the total cost and quality of care for individual and group customers. Previously, Todd led the plan’s Commercial Group business with responsibility for the Autos, Key & Large, Middle & Small Group, and Private Exchange lines of business.

Prior to joining BCBSM, Todd served as a Partner and North American practice leader for the Health & Life Sciences business of Oliver Wyman where he led the firm’s efforts across Payer and Provider clients. He has held senior roles at the Blue Cross Blue Shield Association as well as Bain & Company.

Todd’s experience spans a broad range of strategic issues facing health plans and providers, including market reform planning, customer strategy, building new value-based payer/provider partnership models and the development of next generation product offerings. He holds an MBA from the University of Michigan and a BS from Michigan State University.

Carol Wietlake Chief of Staff & Business Strategy/Planning Director, CarelonRx Supply Chain
Carol Wietlake has served in an advisory role to senior leadership at CarelonRx for several years. In her current role as Chief of Staff & Business Strategy/Planning Director, she leads execution of the company’s biosimilar strategy. Previously, she served as Staff Vice President, Strategic Initiatives.

Before joining Carelon, Carol held various leadership positions in growth strategies at DST Pharmacy Solutions (formerly Argus Health), pharmacy management at BlueCross BlueShield of Tennessee, and client relations at CVS Caremark where she led the account, clinical and specialty management teams. She earned a Bachelor of Science in Business Administration in Finance and Accounting from Auburn University.
